Second National Open Science and Research Monitoring Conducted in Autumn 2024
The second national open science and research monitoring took place in autumn 2024. The questions in this round were similar to those from the 2022 survey across all areas except open education, where the number and scope of questions were expanded.
In the areas of publications and data and infrastructure, the results were consistent with those from 2022. However, the area of culture for open scholarship, which primarily includes responsible research and researcher evaluation, showed significant progress over the past two years. Open education is identified as an area that clearly requires future development.
Approximately two-thirds of the universities received the highest grade in the monitoring. Aalto University achieved the highest level 5 in publications, data and infrastructure, and culture for open scholarship, but only reached level 2 in open education, reducing our overall score to 3.

Additionally, we now have a detailed view of the actual academic publication costs on i. In 2023, Finland’s research-performing organizations (universities, universities of applied sciences, and research institutes) paid EUR 25.1 million for transformative agreements and EUR 12.2million in subscription fees. The big three publishers, Elsevier, Wiley, and Springer Nature, received over EUR 17 million in APC fees.
Aalto University spent EUR 2.80 million on transformative agreements, EUR 0.7 million on subscription fees, and EUR 0.5 million on APC and BPC not included in transformative agreements in 2023.
